It's not about the intention of the handball, its the fact that at the point of the free kick being taken the guilty party (I can't remember who), had ran out of the wall so far that he was all of four yards away when the kick was taken. He then flaps his arms out and charges the ball down with his hands.
If the player had kept his 10 yards like the laws of the game require, there'd never have been a problem.
