Why should he?
He buys into a situation which includes a contract with us. The contract entitles him to pay us money in (say, I've got no idea) three stages six months apart. That's an advantage to him, because it improves his cash flow. Why the heck should he have a fit of generosity and improve our position at his own expense? Why not just honour the contract?
