Never done it. There ought to be a Create Torrent option in your client software. That'll create you the .torrent file that you'll need to submit to the tracker. Not sure what else you'll need to do though.
Are you uploading to a private tracker? 'Cos each tracker has its own rules concerning content/format of torrents, and if you upload something wrong to a private one you might well get booted off.
