You need to download a bittorrent client, utorrent is the best one out there at the moment due to its small memory footprint. If you use a router you will need to forward the port that utorrent uses to achieve a decent speed - if you google this you can find some decent guides
It basically works on the principle of sharing, you download the files and upload pieces to other people at the same time. You really want to leave the torrent open until your ratio reaches 1.00+. Ie you've sent as least as much as you've recieved
Try the site that the other chap suggested - looks ok for a public site. The private ones are a lot faster but you should probably get everything working properly before you try to get into one
