Hux is a trier who gives his all and responds to a challenge to make himself better.

McVeigh is a talented waster who doesn't respond AT ALL to the disciplinarian approach but does repond to encouragement.

Perhaps he will get the best out of them both this way.

Maybe not but it makes a bit of sense to me.
