Our climate really isn't hot enough, but if you have a greenhouse[*] and we get a good summer it's OK.
[*] - I get away without a greenhouse by using our loft conversion - it has a large south facing window with a massive sill, and it gets direct sun all day. In the summer the room is FUCKING HOT. This is good for chilis.
They can be a bit of a trial to get to germinate - to get the best out of the growing season you want then to germinate in april-ish, but the weather isn't warm enough in april. I use a micro-greenhouse technique: Take two sheets of kitchen roll, fold in half, dampen, put the seeds on, fold over again, put into a plastic sandwich bag, inflate with a straw and tie shut with a twistystick thing. That'll keep inflated for about 24 hours. Place that on a sunny windowsill, pref above a radiator. With a bit of luck they'll germinate and you can transfer to a seed tray.
I'm very amature though, and end up making it up as I go along. Have a stab at it, I would, it's very rewarding.
