because.........

on tuesday the official gate was 25067 and apparently a turn up of 87%, now im asking what the 87% bit actually means! this percentage is printed in the programme and is generally around the 90% mark. What i dont understand is where are those 13% 'empty seats? did we sell 25067 tickets and (if you work it out) 21808 turned up? coz that leaves over 4k empty seats and no way on this earth were there that many?????????????? im confused and would like an answer
