According to Doncaster, Worthy is given a seasonal budget

which he can spend as he sees fit: transfers or loans, one or two big signings or several smaller signings. If I recall correctly the budget also includes wages, fees, etc. Presumably it's topped up when players depart.

I guess the board collectively decide what that budget is, so they can really only be criticised if they don't provide enough funds to build an adequate squad. The rest is up to Worthy. I suppose the board could also be criticised for not overseeing the spending of those funds (eg. allowing free transfers/loans on excessive wages might be considered a deriiction of duty. Or allowing nearly half a million to be paid to agents).
