were people are starting their cars up to run indoors in a room like a pub. Thus making the air concentrated with noctious fumes to the level that it is detrimental to your health.

That would be the day. I don't think they are proposing a ban on smoking outside are they? (genuine question not sarcasm)

The issue is with smoking in enclosed spaces.

The exhaust fumes outside are nowere near as dangerous to your health.
