It's a fault-logging thing
When something crashes, the computer makes a note of what it was doing in a hex-dump file and may then try to send it to Microsoft as a sort of bug report. If it happens to lots of people, they look through the conditions which cause the crash and issue a fix.
Occasionally, this process can also go wrong. I experienced it when using an older version of Miranda messenger and certain plug-ins. I disabled some plug-ins and solved the problem; since updating to the new version of Miranda, I haven't found any probs.
It's nothing to worry about unless it's hogging resources for long periods, then chances are it's gone wrong somehow. Also, make note of what you are doing when it occurs - you may need to find fixes or change the way you do certain things.
