US foreign policy goes something like this

In any theatre, there are Good Guys and Bad Guys.

US funds and arms Good Guys and provides intelligence and other assistance as well, until Bad Guys go away. They view Good Guys as a varyingly-deniable extension of US policy execution.

US then becomes "surprised" as, when Good Guys take over, they actually want to take their own decisions and run their own country their own way, rather than doing what US tells them. Also, since in reality no Guys are uniformly Good (or Bad, for that matter), Good Guys quite often start doing Bad things.

They've done this in multiple places for multiple decades and you really think they'd've worked it out by now. "My enemy's enemy is my friend" only works up to a point - the real world is rather more complex than that.
