they're only allowed either 3 or 4 non EU players. Barca have already got Marquez, Ronaldinho, Maxi Lopez and Etoo so they have to send the likes of riquelme and saviola on loan, so he's not a reject in the true sense of the word! Cant see him wanting to go to Sandwell though!
