I don't understand why we take so long on transfer targets...

The mind boggles...

Etuhu was a replacement for Francis, yet it took a year.
Johansson was targeted for 3 seasons, yet used sparingly.
Worthy stalked Primus for so long that it isn't funny.
We target players (Jerome etc.) and f**k about for ages, end up getting knocked back and then either:
A) Panic buy.
B) Don't buy.

Is there not a "plan B" or are the transfer targets we hear about already "plan B/C/D/E"?
