I get the impression efforts are being made in Norfolk

the other week there was a large footy tournament at Thorpe St Andrew run by FITC and there have been a number of football jobs advertised by the county council recently (which typically of my luck have disappeared off the net today so I can't look up exactly what they are!!) On top of this a few local schools are having astropitches built. Of course all of this will take years to have a full effect but its a start.
