you don't get armed plod arriving en masse within 5-10mins at 2am at a sleepy Cotswold village for just diesel thieves.

But for a group you've been monitoring and waiting to see what they do...?

Security Services have likely had to act before they actually wanted to, so now the damage control measure is to release them so we can follow what they now do, where they go, who they meet etc.

These guys are unlikely to be the brains of Britain so their value will be in what they can contribute to the wider intelligence picture.
