What alternative policy do you suggest then?
Like pretty much all Champs teams we can't afford to buy Prem standard players (we're not allowed to spend more than we are) so literally the only way we're going to get them is to develop them from potential. Incidentally, you don't need Prem standard players to get promoted, you have to buy them if you do manage to get promoted.
