Would this work?

If you had a little inkjet thing in football boot studs (or whatever little lumps pass for studs these days) which emitted a dye when contact was made then you could see if the player had been kicked cos he'd have a stain on his legs, but if he'd dived he wouldn't.
Of course you'd end up with a coloured ball too, but it might be the sort of dye that only coloured on skin contact.
And also the ref would have to make a note of where previous dye incidents had occurred so that he didn't get confused.
