One appeal per half, retained if correctly challenged. Retained if subjectively close enough but not overturned, ala umpires call.
Ref should also be able to review something obvious like today's 1st goal as he must have known something happened given the reaction, he just didn't see it
He can't disallow it if neither official sees it. Amazing that all 3 didn't see it tho.
