I *guess* the logic could be that the economics are different in each league?

So for example, er maybe, there's more interest in championship promotion, so more financial reason for shoehorning in some extra playoff games, and keeping the promotion race alive for more teams for longer. (And maybe Championship teams are the most f*cked financially, and so have the biggest incentive to go for that bit of extra revenue, whatever the cost in terms of fairness?)

Whereas League One clubs just wouldn't benefit that much, or don't need to, and so are more OK sticking with four-team playoffs for the sake of a bit more fairness? (I know SCC disagrees with this...)

Why do Leagues One and Two swap four teams between them rather than three - maybe there's a judgement that the gap between the leagues is relatively small, so it's a bit more reasonable in terms of the loss of revenue, the adjustment etc?

This is the best I can do in terms of justification I think...
