No railway system in the world does that

It’s been looked at, in the UK especially after Ladbroke Grove (I was a junior barrister for one of the insurers in that), but never taken up. One problem is lots of busy trains are full of people standing. Rail safety has targeted preventing crashes and protecting the carriage structures rather than individual passengers
