I reckon it's like this:

First of all select the best ones
Then if any of them aren't feeling confident, replace them with someone who wasn't so bad but is feeling confident (mental aspect)
Same process with any who are totally exhausted
If it's a toss up between a knackered, nervous decent penalty taker and Paul Robinson / Rio Ferdinand, make a tough decision for them.
