Soucek hauls Havertz down for a start. It's the usual nonsense we were discussing the other day where both teams are fouling all over the place which makes it pretty much impossible to penalise one particular offence. In that situation what they normally do (and did here) is just let all the fouls offset each other except any on the keeper, which are deemed more significant. Doubly so in this case as the ball was plopping straight into the keeper's hands without TWO fouls on him
