Yep, agreed

Only nuance is that you do need to be penalised if you’re deliberately increasing your chance of blocking the ball with your arms. Eg standing on your goal line with your arms outstretched. Which is why the old rule didn’t quite work.

But yes, we’re basically in the same place.
