I would say the West Ham player who was penalised was being fouled before the ball was in play and then became some mutual holding which he escaped from.

BUT the player who ended up pulling Raya’s shirt was being held as the ball was crossed in and before he pulled the shirt

So a pen to West Ham I could certainly go with
