No ones properly explained anything.
Just get stone walled like this every avenue they take.
Dvla look to have ended the investigation but haven't truly confirmed.
The last communication "we must be notified of any changes to your condition"
Every time the dvla are asked "what condition?"
The dvla don't reply.
So basically you can make a fictitious rumour up about someone and this happens.
They've asked their GP if there's any record or notes of the dvla in their patient history. News to them too.
Either a tonne of fibbing is going on or you can randomly lie about somebody and s**t sticks
