If he’s in contract until summer they can only agree now to

sign him in the summer so either they’d have to buy him now or pay a loan fee until then.

They don’t know whether they’ll be in the championship or the premier league next year so this allows them to delay commitment to sign him permanently until they know.

Make sense to me.
