I agree, but I think that FIFA are very wary of it
because when you think about it, you would inevitably end up with play being interrupted for TV ref to be consulted.
It would go like this. Citing panel is introduced and starts reviewing the footage. Say they looked at the Henry/Puyol incident and ruled that there was no foul by Puyol, Henry was a cheat and banned him for 3 matches. There would then be an uproar from Spain - they lost the game on that incident, they would be outraged. It would only take a few incidents like that for people to start saying "If we're going to use technology to catch the cheats, we should use it DURING the matches so the ref makes the right decision at the time, not AFTER the matches." Then you end up with constant interruptions to play in order to get the video ref's verdict.
It's a tricky one.
