I don't think it is complicated

They want a FanZone, as they think it will bring in cash [and maybe encourage younger fans]
They want to sell more prawn sandwich-seats, which will bring in more cash.
They are reconfiguring South Stand because they discovered vacant space they could use.

Planning permission for the FanZone will obvs be easier if it is not adjacent to away fans, and moving away fans also helps open up new prawn sarney seats.

And the only realistic place to move [up to] 4,000 away fans to is the lower River End.

I have yet to see one logistical objection that carries much weight [do you really think that Away fans' habits weren't considered in all this?]

Feel free to suggest another way to increase income from CR...
