'Preventative arrests' that the problem for the media
anyone who looks a bit funny is arrested on the spot in case they think about causing trouble. Though with 120 odd English arrested so far, It would be interesting to compare that to the numbers arrested at ascot for drunken behaviour or in any town the size of stuttgart on a Friday night
