I have no evidence of this but if you are a England fan and a member of the England supporters club then you will pay a lot less than those prices
At the Euros in Germany my sons total bill for tickets for all the games was somewhere in the region of £300 , and that was all games and if England had not reached the final he would have money back
So its very possible that FIFA have something similar in place for supporters of qualifying teams who are members of the respective FA's
Or it could be the FA subsidies the ticket cost to a affordable level
I used my sons ticket for Thursdays game and it had a face value of £25 , that was behind the goal lower level
