You misunderstand

If we go up, immediately get relegated and then fail to get promoted, the signings will not be 'good'.

And every manager makes 'some' good signings.
But our recall of the group is massively influence by success or failure.

Example
Roeder signed Hoolahan, Bell and Clingan
Adams signed Lafferty, Cuellar, Odjida-Ofoe and Miquel
