How the hell do these transfers work

My idea of enquiry would be phoning Leeds asking if they would consider selling Hulse, if the answer was maybe then you come back with an offer you deem acceptable and either get a yes or a no before negotiating

It seems the Norwich way is making a phone call and then waiting around
