Both sides get every player cautioned (22), then make three substitutions each. The six substitutes that have come on all get cautioned (28). Minimum number of players on a team is traditionally seven, so both teams can get four more cautioned and so sent off (36).

One more caution and the game would be abandoned, so surely 36 is the max.?
