if Rooney can play 45 minutes at full strength then England's full strength team for that 45 minutes should include him. And frankly, Rooney at 70% fit is still better than any of teh alternatives at 100%. The phrase "full strength" isn't referring to physical fitness in this context, its referring to the BEST team that can be fielded.
