that's like saying

"whether you agree or not, 2+2=5" or "Pants is the football supporting expert on wotb".

Whoever that quote is from is just using the 'whether you agree or not' to mean 'regardless of the truth'. It's from the same stable as 'i don't mean to be rude but you're ugly', or 'the fans will need infinite patience'.
