How does data led signings work though? For example

If we sign Jurasek for £7M how does the data suggest Omari Hutchinson is worth £20M? Because if the data suggests Jurasek is worth just 35% of Gutchinson then it’s also suggesting Jurasek will never make it a Champs level let alone PL. obviously I’m over simplifying but I don’t get it.
