another solution

1st and 2nd go up automatically, and third goes up automatically if they have more than a 3pt advantage over the 4th placed team. If not, they have a match to decide who goes up.

The fact is, the playoffs are there as moneyspinners and to make the end of the season more exciting. It's also a clever way of keeping good teams in the division which keeps the quality of football up.
