These are generally invitations to pay (invoices) dressed up to look like fines. Once you pay you have formed a contract and accepted their terms and conditions.
If you want to contest it, you need evidence that the terms displayed are unreasonable or aren't reasonably visible.
I've contested two and won both, but had to supply photo evidence of the signs in the car parks that had writing too small to be visible on entry.
The company will normally reject, but you can then take to the ombudsman.
Some good advice online, along with sample letters, etc.
