I agree, there is a huge weakness in the justice system here but...

This is the unfortunate side effect of protecting the small minority who have been wrongly accused.
Guilty people will get away, which happens in every type of crime that goes before the courts.

FWIW I don't know what the answer is.
I do know numerous people have had rape convictions overturned when DNA evidence proved them To be totally innocent.
These are cases where the victim testified under oath against the accused.
There have also been cases where the victim just made up the accusations.

To be totally fair I do believe that these types of incidents represent a very small percentage of accusations.
