The stadium is owned by the equivalent of their local council/district and was paid for by
a local tax. The Brewers lease the stadium. The stadium now needs significant maintenance which the local district can't afford so the State is proposing to step in. The alternative is that Anastasiou takes the franchise somewhere else.
