A lot of wheels around the world are hand built.

They often have a bias.
The red and black segments are often glued by hand leaving air pockets on some numbers.

Also to clean the wheel the casino unscrews the center monument (which is heavy)
Often they drop it on the wheel when they don't realize where the end of the thread is.
This can bias/bend the wheel.

Older wheels has a wooden cone which would warp over time because of moisture, again producing a bias.
Also in some casinos the number reader is broken meaning they have no idea if there is any bias.
