I can attest this is a thing even with tracking.

There is also a refund scam that people pull from foreign countries.

They sell an item in America to an unsuspecting customer on a site like FB marketplace of Walmart marketplace. They order the item from a third party company on Amazon marketplace. The item is delivered to the unsuspecting customer. Then the scammer claims the item was never delivered and wants a refund.
