Yes I know the law didn’t just instantly change in 1967 and the reform was well under way.

And also I certainly didn’t think that England hosting the World Cup had anything at all to with the law being changed. I was simply implying that using 1966 as marker, things were different in England to what we’d accept now. And I genuinely hope that any, however small, bit of criticism seeps through into the psyche of the Qataris and slowly changes their views.
