They’ve just borrowed the cash upfront and will pay back that loan when the tv money comes in over the course of the season.

It’s common for promoted clubs as they need the cash upfront to pay promotion bonuses, transfer fees etc earlier than the tv money is paid (over the course of the season).

I would guess the money has mostly gone on promotion bonuses and wages.
