trouble is

on field ref has penalty /no pen decision

VAR ref then has a penalty /no pen decision

Then , if they have different decisions the VAR ref has to decide if his decision is much more different to the onfield ref decision and should he overturn it

Or should VAR ref tell onfield ref he must re look at his own decision!!
