real issue here isn't stuff in Downing St

it's that these stupid and unclear regs were used to fine Joe Public £10k a pop.

Cancel those stupid penalties instead of worrying about whether people working together in an enclosed office environment should receive an FPN for opening a bottle of wine (or ten).
