I actually think this is an interesting point.

Going quantity over quality can/has work(ed) in the champs where having a lot of good quality players gives you the edge over most teams with a 55-60 game season (League and Cups)
But in the PL its all about having a "game changer" , players who are totally superior in their position.
Players who can unlock or stuff teams from the top 6 down.
Teams like Man City have them in virtually every position so they can be ignored.
Maybe if we get promoted again we need to forget bringing in 11 players but spend the same money on 2 or 3 top quality players.
In virtually every PL season we have not spent the big money well.
