It's neither right nor even practical

you can ban teams representing Russia, and you can ban individuals who are Russian, from playing sport.
But to ban Russians who hold the wrong views, is a very uncomfortable position to take. Why not ban anyone else who takes the same wrong view? Or others who take different wrong views? How are are you going to prove they mean their denouncement? How enthusiastic does it have to be? Should we ban Russians individuals from pursuing other professions unless they too publicly pronounce their (correct) views?

Basically, banning people who hold or refuse to hold a particular political view. Not a good precedent, not at all.
