this doesn't really help but

i spoke to someone (a stranger) in the pub recently who used to work in the part of the council that gives out the licenses to premises and they said that they always give them out and rely on the neighbours/community to "police" the venue. The thinking being that no business wants to actively piss off the local community. They said that if a group approaches the owners/manager with their gripes then an agreement can be made without the need for all the trouble.

Not sure if you have already spoken to the owners but it might be worth trying to resolve. Guess it depends on the owners but even then if they don't engage with you/a group then you'll know what sort of people you are dealing with.
