The lower ranked side in every tie were automatically given home advantage. Regardless of the order the 2 balls come out of the velvet bag. And especially, now we have no replays. True, it would mean ( this season) that Man City would always play away - but their fans wouldn’t miss out, as their games are nearly always televised. And clubs like us wouldn’t get a really tough ride, ie, Wolves then L’pool both away. Within the same division, rankings might change between draw & match, so state of things at time of draw should prevail.
